You have iCloud Drive enabled and your iCloud storage is full. There is a warning in the Finder window telling you. The cloud symbols with the exclamation mark also indicate it cannot download/upload. Free up some space or buy more storage and it should be good to go.

Shouldn't that not matter since iCloud is only responsible for having things in the cloud so that you can back data up? Even before downloading these houses my iCloud storage was full but all the cc I have downloaded shows up.

You can check by moving other stuff out of iCloud and freeing up enough space for it to store your whole Sims 4 folder.
