Why do you have a resource.cfg zip file? Did you download one from somewhere else? The game creates the file on launch.
Those clouds you've circled are iCloud. Is your storage full? Is your internal storage full? how could I get icloud to make that go away? also I used the zip because I thought it might help or something I just removed the zip so now it is just the file

Have you checked the storage in iCloud and your internal drive? I don't understand where the zip came from, did you download it from somewhere? I updated my icloud storage I removed the zip yet for some reason it is still not working. I got the zip from keka but I don't think it made a difference.

There must have been a reason why someone was offering a download of a resource file as it's not normally necessary because the game automatically creates one. You need to try a clean game before adding any 3rd party content. Move the Sims 4 folder to the desktop then launch the game and it will be like new with a new Sims 4 folder created. Enable CC in the game options then quit the game and restart it. The Mods folder should now be created with a resource.cfg file in it.
