Ok I'm glad! My iCloud drive doesn't have the Sims 4 downloaded on it. Thank you!
Open a Finder window and click on the Sims 4 folder once to select it. Click on View > Show Path Bar in the menu bar. Now please take a screenshot of that whole Finder window and post it here.
What content from your old Sims 4 folder did you add to the new Sims 4 folder the game created?
Please rename the newly created Sims 4 folder, just add a 1 or something to the folder name, then launch the game. How far into the loading process does it get?

I'll attach the screenshot.
It doesn't create a folder for the game, just the packs? When I moved the game to my desktop it just has another copied version of it which gets to the title screen and thats it.

You're not properly following the instructions in @puzzlezaddict 's post above. You shouldn't be looking at the game installation or attempting to move the app around, you should be looking in Documents > Electronic Arts. Does it still happen with none of your current user data in the new Sims 4 folder?
