Sims 4 stuttering camera

I don't really know how to describe this. My camera keeps lagging/freezing for a millisecond when I move the camera around. I tried removing my cc and it still did the same thing. I play on a 2013 iM...

Please move the whole Sims 4 folder to the desktop then play a brand new game and see if it still happens. Don't change any game settings while you're testing.
