Sims keeps crashing when sending Sims to Willow Creek lots

Other than the park, if I send any sims to a non residential lot in Willow Creek the game crashes. Also, I cant replace the lots because the game overwrites it instantly. This is only an issue in Wil...

No, the problem is still persisting ☹️ 

If I click build lot it takes me back to the manage worlds screen (with the icons for Willow Creek, Oasis Springs, etc) and if I add a lot from the gallery straight onto the map the game just replaces it with the original lot

And that is with a complete newly-generated Sims 4 folder? You haven't moved any of your content from the folder you moved to the desktop into the new Sims 4 folder in Documents > Electronic Arts?

Have you tried repairing the game too?
