Why can’t I raise objects using 0 and 9? And freely rotate objects holding Alt?

For some reason I can’t use 0 or 9 to raise/lower objects in sims, also I can’t freely rotate when holding alt down.. it’s so frustrating when decorating & building.

I can make objects bigger and smaller using [ & ] and can freely place objects holding alt, just not the free rotate & raise/lower.

I can do it on a PC but it won’t work on my Mac, has anyone else had this or know a way around it?
