I downloaded a new resource.cfg file because my file would not create a new one when I removed the last, I launched the game and the cc didn't work. I tried "resetting" my Sims 4 file by moving it to my desktop and loading the game, but a new Sims 4 file wasn't created. I've tried repairing the game through Origin and that didn't work, and I've tried just reinstalling the entire game itself and that hasn't worked. I'm so sad and frustrated. Please tell me there's something I can do to get it to work :'(

I am sorry that you are having these issues,
Go to game options and check that the " enable custom content and mods" button is ticked, which is found in :
Options | Other | Enable Custom Content and Mods. If it isn't ticked, do that.Also check that the script mods allowed button is ticked as well. Exit the game. Then go back into the game again and see if the cc appears then.
If the issues remain, remove all the cc from your mods folder. Go to a different website from where you downloaded your other cc from, and download one cc item. Then place the one cc package file into the mods folder. Launch the game and see if it appears.
