It's only a text file. You can make your own.
Open a new file in Notepad. Copy and paste this into it:
Priority 500
PackedFile *.package
PackedFile */*.package
PackedFile */*/*.package
PackedFile */*/*/*.package
PackedFile */*/*/*/*.package
PackedFile */*/*/*/*/*.package
Save it with the name Resource.cfg and put that in your /Mods folder. Should work fine.
