All Installed DLC not showing up in game since clean uninstall
I did a clean uninstall and reinstall of the Sims 4 and all the DLC I have due to experiencing an in game bug that made the game unplayable. I was unable to open the in game phone, nothing would happen when I clicked on it. It would just bug out and cause the game to lag or crash. I tested it without mods (took them completely out of the mods folder, and cleared cache). I even turned off mods in the in game settings, so it's not a mod issue. This bug was occurring in every save, even new saves.
So I tried uninstalling and reinstalling the Sims 4 & all DLC I have. I have now tried this two separate times and both times all my DLC has not shown up in game. It says it is installed in the EA app, and I can see the DLC files in the file directory for the Sims 4. But when I open the game, it is like opening just the base game. It say's I don't have access to the content and I need to download it to access it. But it doesn't have a download button in game or in the EA app.
I have tried reading through the threads on here, but I haven't been able to find a thread describing exactly my situation. I have tried quite a few things suggested in other threads here, including checking that the DLC is installed to the right folder, and not in CAS Demo etc. My DLC are showing as installed in the correct folder, the same one listed in the EA app, as the Sims 4 directory. They just are not properly showing up in game, for some reason. But they were showing up perfectly fine before I uninstalled and reinstalled my game. I don't know what else I can do. Please help, if you have any suggestions.
I have included some screenshots showing that the DLC shows as installed in the EA App but in game it says to download it. I couldn't add photos showing the full list of the DLC as installed, due to only being able to attach 3 images. But hopefully the attached photos are enough to give an idea of the issue I am having.

@Sherlockian2991 Try clearing the EA App's cache, again:

and repairing the game, again if you have already. The point is to do the two together, in sequence.
If that doesn't help, please do a clean uninstall of the EA App with Revo Uninstaller (the free version is fine). Use the Intensive scanning method. Restart your computer before reinstalling the App, and repair Sims 4 again afterwards.
If that doesn't help either, please run searches for two or three of your missing packs. Open a File Explorer window, click This PC in the left panel, and enter the folder name for one of the missing packs in the search field in the upper-right corner. This is the full list of packs:

For example, if you're looking for Seasons, you'd search for EP05 . Wait for the search to finish, then make sure the full file path is showing under each result. If it's not, expand the window sideways as necessary. Take a screenshot using Windows key-shift-S and attach it to a reply here. Then repeat for one or two more packs.
