You only have 96 MB of VRAM and your processor is also a bit low in specs
Do you have any expansion packs or just the base game ?
@crinrict yes i have all of the expansion packs and a few game packs. I dont understand how my game could have run so smoothly if i never had enough vram.
Did you change anything else ? Try to put your settings all on low ?
There's always a point where under-specs computers can't run the game anymore. You could try uninstalling City living and see if it goes back to working.
