Yes you are, but you can't play a game on both devices at the same time.
You can have the game installed through the same account on multiple devices and even play at the same time. The only restriction is that only one copy of Origin is allowed to be online at the time of being launched. I can play quite successfully at the same time as my daughter is also using Origin (and The Sims 4) as long as one of us has Origin set to offline.
