@PlayWithErica  As far as I can tell, there's no way to stop the App from trying to download the packs one time.  However, it shouldn't keep trying after you've cancelled the downloads the first time as long as you have automatic game updates disabled.  If that's happening, it's somewhat discouraging.

I have two suggestions for you, neither of which is officially supported, but the worst either could possibly do is require you to reinstall the game, and I doubt even that would happen.  The first is simply to empty out the folders for the packs you don't want installed.  So in the Sims 4's program files folder, you'd see a subfolder for each pack you own, but those packs' data wouldn't be present.

Manually repairing might restore that data, however, or a patch might, or the App might just decide to repair on its own.  In that case, try creating a text file in the Sims 4 folder with the same name as the folder for a pack you don't want installed.  For example, if you want to block Seasons, the file would be called EP05.txt.  Strip the .txt off the end, so it's just EP05, and the App won't be able to create a folder there with the same name, which means it won't be able to install the pack.

Like I said though, none of this is supported, so you might get an error or some other unusual results.
