Autonomous relationships after update.

@omegalewis21  If you use mods or custom content, please move the entire Mods folder to the desktop, delete localthumbcache.package, and see if the same problem occurs.  If it does, please start a new save and test again, just for comparison.

So I thought that the hotfix to the patch would fix this issue, but apparently it's still a thing. Whenever my sim goes anywhere other than the home lot and I look at her relationship panel, let's say that there are 10 sims in the immediate area. My sim suddenly recognizes them ALL as friends, meaning that the green friendship bar automatically goes all the way up to friendship level without her even talking or interacting with those sims. It's an incredibly annoying bug due to the fact that before the patch, I used to be able to pick and choose what npc sims I wanted my sim to befriend, but now it's all just autonomous and random and I have to spend time using the 'modifyrelationship' cheat to get rid of those friendships, especially the ones with elders or else when they die, my sim gets hit with back to back to back annoying 2 day sad moodlet about some sim i care nothing about. If there is a workaround or fix for this, then i'd appreciate some assistance. I've already tried the method of moving the mods folder and deleting the localthumbnailchache. package file, but the issue is still persisting.
