autonomy off but sims stop what i make them do to do autonomous actions

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? all of them.
Steps: How can we find the bug ourselves? it occurs in my game even in a new save.
What happens when the bug occurs? I have all Autonomous actions turned off, however my sim still stop any actions i que up to do things like, programming, cook a cake, dance or just stop what ive set them do all together. this happens so often my game has become almost unplayable and im not really enjoying playing now.
What do you expect to see? id just like the disable autonomy to actually disable autonomous behavior.
Custom Content or Mods? Yes, but it never caused me issues before. its only been like this since tho eco pack...
