autonomy off but sims stop what i make them do to do autonomous actions

The cause for this are the NAPs. There's a bug where Sims keep flag that makes them do stuff (more details in this thread: https://answers.ea.com/t5/Bug-Reports/NEEDS-INPUT-ECO-NPC-Autonomy-commodities-incorrectly-being-saved/td-p/9351944)
