@xMichelles Did you try updating your sound drivers and playing around with the ingame sound settings ?
Yes i updated already (: Erm i tried UI, Object music, Voices, Music, Master Volume but it seems that only Sound Effect caused the soft bzzzz sound at the background.. I am really out of ideas .. :/ Is it possible that it is a patch causing this problem? Last time i didn't had this problem till i updated the new patch i think. or maybe caused by Mods?

Try removing the mods and deleting the cache files then: http://sims4.crinrict.com/en/2014/09/delete-cache-files/
localthumbcache.package, deleting this file work for me, \Documents\Electronic Arts\Los Sims 4
