Base game jealousy stopped working

Question

I have mods in my game, but I had a problem after the December patch with jealousy not working at all. So I pulled my mod folder, and deleted the cache and repaired the game. Once I started the game back up with no mods to test, there is still no jealousy. What could be the issue here?

Update:: Seems like its just the one household im currently playing. Is there any way to fix that household without restarting entirely?
