In order for the Make Toast option to appear:
1. Both sims have to have a drink in their hands
2. The sims have to be friends
No, toast doesn't work. It should be achieved via the interaction of "Heartfelt Compliment" which is only available in the happy mood.
Toast does work, at least sometimes, and only the sim making the toast need something in their hand. I just did it 5 minutes ago, but it only worked on one character, I didn't get the option on another. It definitely seems to be buggy.
