Black lines in create a sim and now in-game

Whenever I go into create a sim and zoom in on their faces they get all these tiny blacklines around their mouths and ears?(pretty much their whole face.. its really annoying) it is now happening ingame too... is this a bug, or is it my graphic card? ( I have had this pc fixed, rebuilt, and sent to repair at least 10 times now 😕 and I got it a month before christmas last year.. so, the pc isnt old.)

Geforce GTX 980 (Nivida) and DirectX11

CPU: Iintel(R) Core(TM) i7-490K CPU@4.00GHz

16 GB RAM

Driver version: 347.88

Operational system: Microsoft windows 8.1

I am starting to fear that it might be because my graphic card could have something wrong with it?

It shouldn't really be issue as they are barely visible, but it is just really annoying to see them.

I have not heard of anyone else who has this 'bug', so, I fear it could be the graphic card. :S

The issues seems to show up in other games to expect for two. :c
