Broken Game With resource.cfg file

So, this is getting really annoying at this point.

Apparently, you NEED the resource.cfg file in your mods folder for mods to work... But for my game, this just ruins it. I will be in CAS, make my sim, move them into a house but when I press play with them, it will be stuck at the loading screen for hours. I try to remove the file out of my mods folder but it automatically comes back. I don't want to delete all my mods, but I'm coming to the point that I have to.. What should I do?

    Move the mods folder to desktop. Delete localthumbcache.package file and fix game in Origin.
    Copy and past your mods from desktop to new mods folder created by game. Check every script mod if it does not cause this error, If you have plenty of CC try 50/50 method. You have to find this one culprit and delete it.
