Broken Game With resource.cfg file

So, this is getting really annoying at this point. Apparently, you NEED the resource.cfg file in your mods folder for mods to work... But for my game, this just ruins it. I will be in CAS, make my s...

Move the mods folder to desktop. Delete localthumbcache.package file and fix game in Origin.
Copy and past your mods from desktop to new mods folder created by game. Check every script mod if it does not cause this error, If you have plenty of CC try 50/50 method. You have to find this one culprit and delete it.
