If you are looking for a Cheat menu, the normal method is to activate cheats and then Shift-click on the Sim or other objects. Cheat menus only appear when cheats have been turned on. Shift-click just brings up the normal menu if cheats are off.
- Ctrl-Shift-C (to open the cheat console)
- testingCheats true (to activate cheats)
- Shift-click on the Sim
It's usually a good idea to turn the cheats off again after you are finished, using testingCheats false.
NOTE: I see you've been using mods and some of them turn cheats on automatically. That could be why you didn't realize that you need to turn the cheats on for yourself in an unmodded game.
