Bugs won’t disappear from plants

When I tell my Sims to tend the garden, they tell me no plants need tending to at the moment when there are clearly bugs flying around a few of the plants. I’ll even click on those few plants specifically, and there is no option to “spray for bugs”. Occasionally, however, I’ll click “tend garden” and the plant WILL get sprayed, but the bugs will still be shown flying around the plant after the Sim walks away. I’ve tried having different Sims tend the garden. All of them have level 10 gardening skill. Moving the plants doesn’t work, but destroying the plant and growing a new one seems to. This only seems to be affecting the three alien plants and the bonsai shrub. I have no mods installed. 

Also, this may be unrelated but do carrots no longer need water? The dirt under my carrots is clearly dry, but if I click on them there is no option for me to water them.

    It looks like a plant image and the descriptions on them don't match.
    And because the description causes the interaction of sim with the plant, despite the fact that you can see the dry soil, the plant doesn't require watering.
    I have this phenomenon when it comes to watering. However, with flies, I don't have this problem as you, because after a longer observation I discovered that it was bees.
    If the flies show up, this spraying option will also show up. But this option is very rare.
    I wonder if it doesn't have something to do with changing the calendar - the lengthening of the seasons.

    Maybe try to repair the game in Origin.
    Origin / Library - right click on TS4 - option "Repair game"
    You have to wait until Origin will fix all packs, not only the base game.
    I think I have to do it too, however, it hadn't bothered me so far
