Build tools

Is there not a pool or fish pond tool? Couldnt even find a phone for my sims. The content is just so needy unlike the sims 2 which had a lot of things for the sims. maybe im looking in the wrong place but i hope im not gonna have to spend alot of money on expansions when basic water tools should have been given in the main buy.
