Building relationships suddenly very slow

Steps: How can we find the bug ourselves? Try to start a friendly/romantic relationship with one of your Sims and you'll see that the "relationship bar" takes forever to fill up.
What happens when the bug occurs? My 2nd generation sim tries to be friendly/flirt with a guy, and it takes much longer for the relationship bar to fill than it ever took for any of my other Sims. (usually the flirty advances are rejected due to either a low friendship bar or the bug, not sure which). Sometimes the same Sim's Romantic interest will come over and the relationship bar will be completely full, then they'll leave and the next time I see them the relationship bar is back down to where it started
What do you expect to see? In one sitting, I should be able to get the relationship bar completely full and see the relationship last for more than a day
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
