I think I may have found the problem. Each of my three hard drives had some installation of Origin on it and this problem arose after I got the third harddrive. I've received no errors yet when trying to reinstall Sims 4 but I'll let you know what happens.
Update: Surprise surprise. It didn't work and now I want to die.

@WarDragon72345 Did you completely uninstall Origin from all your drives and then reinstall it ?
Are you on an Windows Admin Account ?
Did you try my suggestion with starting Origin as administrator ?

Yes, yes, and yes.

At this point I don't think it's an issue with the redistributables as such but with Origin or your setup.

Thank you for your help. I'm currently working through one or two other solutions that have been given to me by other people.

It makes very little sense to troubleshot if you are changing settings suggested by others.
I simply don't know what the status quo inside your system is if you do.
So I would suggest that you let me know if this other solutions don't work.
