C++ Redistributable Installation issue

So this all started off with me not seeing drop-down menus in Sims 4. I was told to remove old distributables and attempt to install new ones (2010 and 2013), drivers appear to be up-to-date, updating Windows and restarting several times did nothing, resintalling Origin did nothing, and I can't finish reinstalling Sims 4 because of the redistributables.  I was getting a 1612 error then got 1603 instead. Mods are all up-to-date, too.

    @WarDragon72345 

    It makes very little sense to troubleshot if you are changing settings suggested by others. 

    I simply don't know what the status quo inside your system is if you do.

    So I would suggest that you let me know if this other solutions don't work.
