I did speak to a close family member who said this laptop would do the trick.
I'm really not great at understanding any tech stuff so most of what you said I'm going to have to read over and Google some stuff on!
@hopelyden That laptop would certainly run Sims 4 just fine. However, it probably wouldn't be able to handle ultra graphics settings unless you didn't install all the demanding expansions or you didn't mind low framerates. I think you could do better either on the price or on the performance.
Just as an example, both of these have graphics chips that are a bit faster than the one in the Inspiron you linked:

The cheapest Dell gaming laptops have 256 GB hard drives, but this one is £800 and has 512 GB storage, plus a graphics card that's faster than a 1650 by a significant margin:
There are of course a lot of other options if you look beyond Dell, far too many in fact to list without knowing what your preferences are. I'd be happy to look if you let me know what's important to you.
