@VampireLuna3 Restart your computer and disable your antivirus, temporarily of course, then try again to repair. Don't reenable the AV until you've tested Sims 4 once. As long as you don't do anything else at the same time, your computer should be safe.
If this helps, set an exception in your antivirus for EADesktop.exe. Set exceptions for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64 as well, or the entire Bin folder they're in.
