Just want to be clear. Are you referring to the language of the written words, or spoken language?

Well the sims speak a a made up language called Simlish. just wanted to make sure you where not referring to that. As far as the written language its going to be region specific to where you purchased the game. If an EA Support adviser could not change it then its likely your stuck with the Russian version ☹️

You can not change the Game. If you can return it for a refund you can then buy a boxed version online from any west European online store such as Amazon UK.
You might be able to change the language the game uses, if the store you bought it from offers an English version. You'll need to do a web search for the store to see what languages they offer.
From what it sounds like if they offer multiple languages, but you can't find English on that list, you can uninstall the game, and change the language in Origin to English. You'll need to restart Origin.
Reinstall Sims 4 and it should be in English. - This is if English is offered where you purchased the game.
If you see that they don't offer English, you might be able to get a refund and can purchase it from AmazonUK, like Jpkarlsen mentioned.
