@millajokinen The folder in Program Files contains the game itself, as in, what the EA App installs. This should NOT contain saves or mods, so if you see those folders inside, feel free to remove them.
The folder in Documents > Electronic Arts contains user data: saves, mods, Tray files, etc. It looks like you've also installed a second copy of the game's program files here, and further that OneDrive is syncing the content. So I'd suggest getting rid of this folder entirely, minus the content you'd like to preserve.
In this Sims 4 folder, copy the saves, Tray, and Mods folders, plus UserSettings.ini, to a safe location. (If you don't have an external drive handy, the computer's Downloads folder will work in a pinch.) You can save Screenshots and Recorded Videos too. The other files are extraneous. Once you've backed up these folders, pause OneDrive syncing, which you can do by right-clicking the cloud icon in the lower-right corner of the screen. Then delete this entire Sims 4 folder.

Pick the option that's right for you. If you do want to keep using OneDrive, go to onedrive.com and delete the Sims 4 folder in My files, to prevent it from downloading all this extra content again. Since you've made a backup of your saves and other essential user data, you don't need the duplicates stored here.
Launch the game once and make sure it works, and then copy your saves, Tray files, etc. to the new Sims 4 folder in Documents > Electronic Arts. I'd suggest keeping the backup around just in case you need it later—it's always good to have backups, and you never know when you'll run into computer trouble. If you keep OneDrive enabled, it should upload a copy of the new Sims 4 folder soon enough, or you can upload your saves and other user data manually.
