They have the same processor and, more importantly, the same graphics chip, one that's much faster than the graphics chip in the laptop you linked. The difference is smaller in Sims 4 than in other games but is somewhere around 20%, depending on your graphics settings. The higher the settings, the bigger the difference, although medium settings is probably the best option here if you're going to run most or all expansions.
Between the two, the only meaningful differences are screen size and the extra storage in the second. I would go with the second if all else were equal, but that's about having a bigger screen and extra storage, not performance. Having the extra storage is convenient but won't affect how well the laptop runs the game.
If you're comfortable paying a little more, this one has a graphics chip that's somewhat faster than the chip in the above laptops, the difference between medium and medium-high settings, at least with most packs installed. It's also a little newer.
