Cancelled queued actions not actually cancelling

Whenever I cancel an action in my sims queue they don't actually cancel. The queued action will get a white X over it, the sim will stop what they are doing for a second, then the X disappears and th...

And this is also happening on a new save game for testing purposes ?

It happens on all games, new or old. 

it just happened again when my sim decided to go to bed - he for some reason chose to not go to his bed. I cancelled the action and the X appeared on it but he walked all the way down into the basement and to the other bed and the action didnt disappear.
