Cannot Gain Vampire Lore Skill.

Created a Vampire Sim. She researched on her computer, then I purchased the necessary tome to continue to gain skill. It is now stuck at 24% on level 2--and she is stuck, and no longer gaining skill. Is this a new thing? I've never had this issue before, and it's a real bummer. 

Any ideas on how to fix this would be appreciated, thanks!!! 

I have already moved her from lot to lot, reset her, restarted the game and my PC, and have used the repair option from Origin. Still stuck at 24% *sigh*

    There's a bug with this currently if you don't own the GTW expansion pack.

    Do you have the expansion ? If not then I'll merge your post with the current bug report.

    No, I do not have that particular expansion pack. I'm sorry for not reading the submitted bug reports more thoroughly. Glad to know that I am not the only one this has happened to. Hopefully it'll be resolved soon. Thanks for the response!
