Cannot Lock doors for specific sims

Steps: How can we find the bug ourselves? try to lock a door for a specific sim
What happens when the bug occurs? there is no longer an OPTION to lock a door for a specific sim, which means I cannot lock my toddlers out of any rooms
What do you expect to see? I expect to see an option to lock or unlock for specific sims
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. July patch I think, unless there was an August patch. I'm losing track of time. The most recent one.
To be clear, this option no longer shows with OR WITHOUT my mods installed. Please please put this option back! Better yet, you have lock for cats, dogs or pets in general, how about locking for children or toddlers? That would be EXTREMELY HELPFUL (and prevent any eyesores for poor sim children).
I'm pretty sure the option was originally on the 1st screen shown after you click on the door to lock.
