Can't buy any items in buy mode
Issue When I try and buy an item in buy mode the game says i have insufficient funds, which is not the case. There is an empty business fund image over my family funds and I do not have a business...

I was able to duplicate and fix your issue.

I've updated my post here: http://sims4.crinrict.com/en/2016/06/cant-change-lot-type/ to include your case. It seems it happens if you actually live on that lot that turns into a generic lot.
I don't know the cause of this but at least you can fix it by following the steps given.
