@ThatNerdyGuyTNG It would be better to uninstall Sims 4 through the EA App, or with a tool like Revo Uninstaller (the free version is fine).
If you can't do that for whatever reason, make sure neither the EA App nor any of its services is running in the background. Check the Task Manager, including the background processes list, and kill anything EA App-related you find. Then try to delete the folder again.
If this doesn't help either, please post a screenshot of the error you're seeing. Please also list the location of the folder you're trying to delete, as in, what's in the address bar above the list of files and folders.
