UPDATE #1:
I completely uninstalled The Sims 4. Origin will download the base game, but not any of my purchased packs. I have since edited the allowed programs in Windows Defender Firewall to allow Origin past the antivirus (if that's the problem). I am now going to retry downloading the packs and the base game.
I'll give you an update afterwards.
