Hey @AmandaFields, try going to this folder "C:\ProgramData\Package Cache" and change the permissions on it to allow full control. (make sure you install the latest windows updates after you save it, for some reason, at least for me it fixed it before. I know you tried this already but just do those last steps as well)
Hit properties
Select the "security tab"
Check off the allow option and apply, then navigate to your %temp% folder and delete everything in there.
Reboot your PC.
Also, what OS are you on? Windows 7, 8 or 8.1? I know of a possible different fix if you are not on 8.1, you can try to do the same steps on the full Program Data folder in your C drive.
