Cant Interrogate Suspect - Path is Blocked?

I have been experiencing problems with the Interrogation option. The problem is this: when I click on the Suspect that my Sim needs to interrogate, the bubble pops up indicating that my Sim is going to do the action. However, the interrogation action is immediately canceled and the headline, or "thought bubble", shows that a path is somehow BLOCKED (footprints with a red X). I have tried choosing the interrogation option both via Suspect and Interrogation Table. Same problem with both. I even brought both Sim and Suspect into the Interrogation room, where ABSOLUTELY NOTHING can block their paths. But the same "blocked path" problem persists.
I have followed some bug resolutions I found online such as: waiting for the next work day, and using the default color table. Nothing works. I read that rearresting the Suspect would work but I Cant get the APB option to pop up regardless of going to crime scenes and adding multiple clues.

Also, at times when I choose the option to interrogate the Suspect, a headline effect shows the Prison Gate picture and the interrogation action is then canceled. But the Suspect is not behind bars. 
Please help!

    Hi @23kels89

    is that your own police station or the one that comes with the game ? If it's your own, have you tried if the standard one works ?

    Also any mods or custom content in your game ?

    To answer your question, I have replaced the standard station, however, the issue still remains. I am able to take mugshots, fingerprints, and search the other prisoners except for that one suspect that I have already apprehended. He never seems to be able to go behind bars when my Sim arrives to work, he just wanders around and socializes with other cops. 
    I have tried to see if it was an "aging up" issue, but he is still a teen (he was a teen when I arrested him, as described in profile). Also, I have left the interrogation table in its default color, did not change it--but I replaced it with new default interrogation tables many times, hoping for it to work.
    Another solution I had read online was to wait for the third business day--it has been a week and nothing has resolved the issue.
    It seems a path is blocked, but there is clearly nothing in the way of interrogating the suspect. What can I do? ☹️

    PS: I do not own any mods or custom content.

    Maybe the issue IS that the suspect is a teen ? I'm unsure if they can even be suspects.

    Could you try replacing the police station with the original one to see if you also get the issue ?
