Can't open the cheat console in Sims 4

I have window 7. I own Sims 4 digital deluxe edition. I have uninstall the game, played without my saved data and when I try to open the cheat console,  it change nothing. I thought the problem could...

    Do other keys like th 'm' (opens map view)  key or p (pauses the game) work for you ?

I'm sorry if I was hard to understand, I don't speak or write in English often. I meant that when I play in Sims 4 and open window task manager the only applications who's active are Sims 4 and Origin. In a previous comment you told me that the cheat console might be not working because of a program running in the background. But, the task manager says there is no other program running. I guess the cheat console is not working for another reason.
