I think its this issue. EA app isnt recognising steam dlc properly. EA are aware https://answers.ea.com/t5/Technical-Issues-PC/STEAM-Steam-owned-dlc-sims-4-will-not-load-in-game-EA-App-Owned/m-p/12627521#M253386 perhaos the cms could merge it?
