Cant run the sims 4, error [0e6d1221:1df4e8dc:80010000:00000000]

i cant run sims 4 because of "Can't run The Sims 4 with the video card in this system. Please check that the video card meets the minimum specifications and that the latest video drivers are installed 
[0e6d1221:1df4e8dc:80010000:00000000]"

ive checked all the solutions on the other posts, ALL of my drivers are up to date across my entire system, my graphics card (only 1) is an Inno  GTX1060 6GB, my origin in game is deactivated, the game is up to date and repaired/verified.
