I'm having the same problem but I've tried all the things listed and still the sims 4 won't run. I'm pretty sure my pc meets requirements but her they are just to make sure.

The same thing happened to me and I just couldn't figure out how to solve the problem... I went to my game settings and made it 32-bit instead of 64-bit, and voila! It started working! Not sure if you've already tried this but you should, it might work.
