I know it's been like a year, but I'm having this exact same issue right now and I can't figure out how to fix it! How did you resolve the issue?
@spacepants404 Does this happen in a new save? Please test and let me know either way.
If the new save is affected, please remove your Mods folder, repair the game (EA App > Sims 4 > Manage > Repair), and test again in another new save.

@spacepants404 Just in case, please make sure you're looking for items for toddlers, NOT infants. They use different categories of clothing and hair.
If that's not the issue, please test in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save and see whether the toddler CAS items show up.
Please also let me know whether any other age stage's items are missing.
