Try deleting that Mods folder and start the game. Does the Mods folder get recreated? if it does not then that is not the folder the game uses. You said that you deleted other folders you found. This may be the one the game uses so check if that was recreated after starting the game.

I'm uninstalling and reinstalling. It deleted all my mods again overnight.

Uninstalling/reinstalling the game should not delete your Sims 4 folder or your mods folder within the Sims 4 folder.
Check this path on your computer to see what you find:
C:\Users\Username\Documents\Electronic Arts\The Sims 4Please note that this is the default path, yours maybe different depending on what drive your game gets installed to.
Did you make a backup of your Sims 4 folder before you uninstalled/reinstalled the game? If so, search your computer for Sims 4 to see where the folder is located.
Search your computer by clicking the Start button. In the search bar, type in Sims 4.
As for the mods or cc not showing, have you made sure they are up to date? Sometimes mods/cc become outdated when when the game gets patched. Then the Mods folder will need to be gone through to make sure everything is still working correctly.
