@prncsinpnk121 Did you try a new user folder? If not, please do so now: Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save and see whether the content is still missing.
If everything is fine, copy your saves to the new Sims 4 folder and make sure they're fixed too. Then you can move over the contents of Tray as well as anything else you'd like to keep, and pick up where you left off.
If the new save is affected, try deleting and reinstalling only Horse Ranch. Make sure the EA App is closed and the EABackgroundService is NOT running in the Task Manager. Go into the game's program files, in one of these locations by default:
C:\Program Files\EA Games\The Sims 4
C:\Program Files (x86)\Origin Games\The Sims 4
Delete the EP14 folder, then go into Delta and delete the EP14 folder there too. Clear the EA App's cache:

and repair the game. Then download the pack again.
