@rhythmicmoods What power supply does this computer have? Please list its full specs, e.g. Corsair 750W 80+ Gold. Additionally, please let me know whether you're running two separate power cables to the 3090, or just one that splits into two connectors at the end.

Thank you for your help. I am currently using EVGA-branded 1300W 80+ Titanium rated. it's 2 separate 6 pins.

@rhythmicmoods Your 3090 requires two full 8-pin connectors, so please double-check that the full eight pins are inserted. Even if you'd said 8-pin and not 6, I'd still suggest you unplug and reseat the connectors since a computer restart is often due to a power supply issue.
Please also make sure that the PSU's fan is facing a direction where it can draw in fresh air, i.e. not up against a solid case wall, and that the fan itself can spin properly and isn't clogged with dust.
If you live in an older building or one with dirty power, try plugging the computer into a different outlet. I've seen a couple of cases where doing so fixed a power-related issue. If this is the problem, a UPS might be a good investment not only for the immediate issue but for the long-term health of this very nice computer you have.
