Constant Rejected Proposal

I cant seem to be able to get my sims married. When I do get the option to click on proposal, my sims rejects it and the only thing it says everytime is "its not the right time" not sure what thats suppose to mean. Ive tried it out on other sims and I get the same results. I have the game on ps4. Someone please Help me.

Make sure they have high Friendship and Romance. If the have insane or commitment issues they may decline anyway. Some Mods will also interfere with this so if you have any remove them and delete localthumbcache.package.
You can work around the traits issue mentioned above by asking them to move in and you can then have them ask to marry.
