Continue writing book icon stuck

Hey all, I have a video of the bug and it has been happening for a while now. It happens when Sims are eating, and if you put continue writing a book in the queue, the book icon appears as if they are writing and then does not disappear if you try to cancel it. Then after eating, there is actually no progress when they get to go write a book. It only disappears if I exit the game by going to world maps and go back to the family I play. https://youtu.be/VpbJNptK170 the YT link to 31 sec video.

Edit: it does the same if the Sim is already on the pc for example checking social media timeline. If I put resume writing in the queue, the same thing happens.

How often does the bug occur? Every time (100%)
What is your current game version number? 1.68.156.1020 but it is happening since May or so.
What expansions, game packs, and stuff packs do you have installed? Eco lifestyle, University, Island Living, Seasons, Cats and Dogs, Realm of Magic, Jungle Adventure, Parenthood, Vampires, Dine Out, Spa Day, Outdoor retreat, Nifty Knitting, Tiny Living Stuff, Laundry Stuff, Backyard Stuff, Romantic Garden Stuff, Perfect Patio Stuff.
Steps: How can we find the bug ourselves? Have a Sim eat a meal (not autonomously) and then click continue writing a book (if you have one started). The book icon will appear and merge with current action and act as if you're working on it. When clicking to cancel the action, the book icon stays no matter how many time you try to cancel it. When the Sim gets to work on the writing action, the book writing does not progress. The only way to cancel it is to exit the household into maps or exit the game in general and come back. Edit: also when viewing social media timeline on the computer. 

What do you expect to see? I expect the action to stay in the queue and not get stuck.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? It was happening even before eco lifestyle came out, but could not find a thread where this is described.
